If our "idea of international right" does not include a world state, that may not be fully right, but it has the form of publicity or right. Or: in absence of the conditions for true public right, what are we left with that is like it? (But still not dependent merely on individual opinion - the public opinion is important - it is something we all think... so what could we all think in absence of the state... and it's gets complicated!
